Job Description:
Venture Global LNG (“Venture Global”) is a long-term, low-cost
provider of American-produced liquefied natural gas. The company’s
Louisiana-based export projects service the global demand for North
American natural gas and support the long-term development of clean
and reliable North American energy supplies. Using reliable, proven
technology in an innovative plant design configuration, Venture
Global’s modular, mid-scale plant design will replace traditional
designs as it allows for the same efficiency and operational
reliability at significantly lower capital cost. We are seeking
qualified applicants for the position of Pipeline Regulatory
Compliance Manager for our Houston, TX office. General Description:
The Pipeline Regulatory Compliance Manager will be responsible for
providing pipeline regulatory compliance subject matter expertise
in accordance with Federal, state, and local law including, but not
limited to, 49 CFR 190, 191, 192, and 199. The Pipeline Regulatory
Compliance Manager will lead and oversee all aspects of
development, implementation, and ongoing support for Company
pipeline projects as well as supporting Pipeline Compliance
Programs for existing Company pipeline assets including Operations
and Maintenance, Operator Qualifications, Public Awareness, Damage
Prevention, Control Room Management, Emergency Response, Drug and
Alcohol Program and other related plans. The Pipeline Regulatory
Compliance Manager must have broad knowledge of 49 CFR 192
requirements including the design, construction and operation of
pipelines. This position will report to the Director of Pipeline
Regulatory Compliance. Responsibilities: Support in development of
Operations regulatory programs for new assets as well as lead in
maintaining existing programs including, but not limited to,
Operator Qualification, Public Awareness, Damage Prevention
Programs, Control Room Management and Emergency Response. Support
in interface management with federal, state and local agencies.
Lead in reviewing new transmission pipeline asset design and
specifications to validate compliance with regulations,
specifically 49 CFR 192, including attending HAZOPs and model
reviews. Complete compliance audits and process assessments to
ensure effective programs are established and sustainable; lead in
amending existing programs for proficiency. Support Development,
Construction, and Operation Stakeholders in their preparation for
PHMSA and state inspections including leading any post-inspection
agency correspondence and follow up. Lead in providing Development
and Operations support for pipeline code interpretation and
pipeline construction design requirements. Review changes to PHMSA
or state compliance requirements and update plans, procedures or
policies accordingly to ensure Company compliance. Create and
maintain procedure review program for all existing Company pipeline
procedures. Lead Company Pipeline Operations procedure reviews for
required annual updates. Work with Procurement groups to identify
covered tasks for all vendors conducting work on any Company
pipeline assets. Ensure all 3rd party vendors are compliant in
ISNetworld prior to work commencing on any Company pipeline assets.
Coordinate with pipeline field SME’s to address areas of
improvement identified from field assessments and/or changes to
pipeline procedures. Participate in pipeline safety related
incident management issues on behalf of the Regulatory Compliance
department. Conduct reviews of incident reports related to Pipeline
assets to determine if suspension, training, and/or requalification
of covered tasks should occur. Develop and provide Pipeline
Regulatory Compliance Training Curricula, Training Strategies,
Instructor's Guides, Student Workbooks, Training Manuals, User's
Guides and Quick Reference Guides. Qualifications: Education and
Certifications: Bachelor or Science degree in engineering or
technical discipline from an accredited university is preferred or
equivalent experience. Experience: 5-10 years in transmission
pipeline construction or operations or similar oil and gas
midstream industry experience. A minimum of 2 years of experience
with PHMSA Regulations (49 CFR 190, 191, 192, and 199). RRC and
LDCE Must maintain a Transportation Worker Identification
Credential (TWIC) card in good standing status. Skills:
Comprehensive knowledge and understanding of Federal and State DOT
Pipeline and Hazardous Material regulations, including a working
knowledge of the PHMSA referenced standards is required. Experience
in OSHA, EPA and FERC preferred. Effective written and verbal
communication skills and the ability to appropriately target
communication to applicable audience. Ability to work in a fast
pace, fluid environment. Computer savvy and must possess advance
level MS Word, Excel, and PowerPoint skills. Strong logistics, time
management, planning and scheduling skills required An acute
sensitivity to safety issues in a hazardous environment. Effective
communicator at all levels of an organization with individuals and
groups from different disciplines, industries and governmental
agencies. Organized and able to manage multiple projects. Venture
