Job/Position DescriptionThe Texas Health and Human Services
Commission(HHSC) seeks highly qualified candidates to fill the
Policy SpecialistVI (PS VI) position within the Office of
Administration (OA) FinanceOperations (FO) for Access and
Eligibility Services (AES).Under thesupervision of the FO Budget
Director, the PS VI performs advancedpolicy analysis, consultative
services, technical assistance andsenior-level planning, oversight,
and coordination of agency activitiessupporting AES client services
programs and operations, which includeCommunity Access, Disability
Determination Services, State and RegionalOperations, Office of
Administration, Strategic Engagement and EmployeeSupport, and the
Strategic Innovation and System Support.The FO PS VIassists the
Budget Director with planning and implementing programactivities in
accordance with program objective and goals; includingresearching,
analyzing, and evaluating complex program and policy issuesand
initiatives; coordinating the collection, organization,
analysis,and preparation of materials in response to requests for
programinformation and reports.The PS VI provides advice on
legislative andpolicy matters, and on operational issues, and may
lead theimplementation and ongoing management of complex program
initiatives forAES client services programs. Works closely with AES
staff and externalpartners to evaluate program effectiveness,
resolve problems and providerecommendations for executive
leadership consideration.This positiondetects data trends and
anomalies and provides AES programs andleadership with information
necessary to make data-informed managementdecisions, and to explore
efficiencies. Work involves using standardtools, methods and
techniques to report detailed analysis and researchof data. This
position is responsible for crafting concise,
detailed,comprehensive reports, for both a technical and
non-technicalaudience.Works under minimal supervision with
extensive latitude for theuse of initiative and independent
judgment. May also train, plan,prioritize, and direct the work of
others within Finance Operationsprogram areas.Ideal candidate has a
thorough understanding of AES andHHSC programs, experience
analyzing policy and advising leadership onpolicy matters,
experience managing in AES programs, and the ability tothrive in a
high-pressure environment to advance the agency andAESand#146;s
mission to improve the lives of the people we serve.Essential Job
FunctionsAttends work on a regular and predictableschedule in
accordance with agency leave policy and performs otherduties as
assigned.Plans, prioritizes, and performs complex policyresearch,
analysis, and evaluation of AES programs, policy, andoperations.
(20%)Assists the FO Budget Director with planning programactivities
in accordance with program objectives and goals.(20%)Prepares
high-quality briefing documents, issue papers,correspondence, bill
analyses, and memorandum for senior and executivemanagement review
and decision-making. (20%)Develops project planningand coordination
activities for complex program initiatives, to includecreating work
plans, timelines, and overseeing workgroups and meetings.May lead
implementation and providing ongoing management for initiativesat
the direction of the FO Budget Director. (15%)Coordinates,
compiles,and reconciles work to respond to requests from
legislative staff andexternal stakeholders, and prepares
high-quality briefing documents,issue papers and
